The company, the innovation portal and the Fund are three doors
Registering a d.o.o. does not enter you in a programme. A programme does not incorporate the company.

Door one: the company
A d.o.o. is filed with the Tax Administration through IRMS. The business portal explains that path. You leave with a certificate and a case number.
Door two: innovation services
inovacije.gov.me is the innovation services portal. The ministry page on gov.me describes e-science and innovation. Reading them tells you what is published. It does not file your company and it does not mean you have a grant.
Door three: a Fund programme
The Innovation Fund publishes programmes and an application portal. You apply to a call with the documents that call lists. StartCG does not award grants, does not sit on a jury, and has no mandate to speak for the Fund.
Use the door that matches the task in front of you. Treating all three as one login costs weeks.
