The sample team in Kotor wants a small dashboard for hotels: this week’s meters against last week, and against the same month last year. Before any of that, they have a company to open.
They read the d.o.o. guide on the national business portal and the same checklist on the Point of Single Contact. They prepare a founding decision, a statute, and the fee proofs those pages describe. They file in IRMS, because that is the production portal the Tax Administration announced for 12 January 2026. They keep the case number.
When the certificate arrives they open a business account. The bank asks for the certificate and the statute. The Central Bank is where supervision lives; the account itself is the commercial bank’s decision. StartCG is not in that meeting.
Only then do they open the Innovation Fund’s programme page. They do not apply in this sample. There is no award, no euro amount, and no “partnership with the Fund”. A real story later needs the company’s permission, a named person who can correct the draft, and documents for any figure that survives editing.
