What IRMS is for
IRMS is the Tax Administration’s integrated system. The Administration said the production portal would open on 12 January 2026 at irms.tax.gov.me. Its announcement points to separate video guides for managing requests, registering a d.o.o., registering an entrepreneur, harmonising data, registering and deregistering insured persons, managing tax returns, and filing the regular VAT return.
Registration of the company and day-to-day tax are the same door. They are not the same procedure.
How sign-in is described
The login PDF on the portal describes a qualified certificate on a local token, or Crnogorski Telekom eTrust. It says that without a qualified certificate you cannot open the taxpayer account through the token path. The support mail printed there is irms.podrska@tax.gov.me.
Rates and deadlines
StartCG does not state a corporate tax rate, a VAT threshold, or a filing calendar. Those figures change, and a wrong number on a guide is worse than a link. Read the current rule in IRMS or ask an accountant who will sign the return.
When an accountant acts for you
Ask which authorisation the practice needs before it files, and sign only what you understand. A helper card on this portal is not a licence. Verification of those cards is still backlog.
