A plan is one page you can defend
Write the sale, the buyer, the cost before the first invoice, and what you are asking for. A grant form and a bank will ask the same things in longer words.

Where the long version belongs
The Innovation Fund publishes its own programme rules and an application portal. A call will ask for its own annexes. Do not invent a 40-page plan and then discover the call wanted a different table. Write the six lines first. Expand them only into the form that call, or that bank, actually gave you.
What this page will not hand you
A spreadsheet with Montenegro tax rates, a sample forecast, or a promise that a plan gets a grant. Numbers you cannot point to are decoration. The business portal is for the company. The Fund’s portal is for the application. They are not the same upload.
